What is an Certificate of Competence or CoC) / Licence ?

 

A Certificate of Competence (CoC) is issued and endorsed by the respective maritime administration, for the ranks of Master, Officers and GMDSS (radio operators) in accordance with the provisions of chapters II, III, IV or VII.

This License (CoC) entitles the lawful holder thereof to serve in the capacity and perform the functions involved at the level of responsibility as specified in the licence (CoC). Seafarers working on board a ship are required to have a valid Certificate of Competency (CoC) or an endorsement, which complies with the International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW). The STCW, 1978, as amended from time to time, sets the standards of competence for seafarers internationally which deals with assessments of seafarers to ensure that they have acquired acceptable standards of skills and competence to perform t. he required tasks onboard ships.

A CoC is valid for 5 years and has to be re-validated every 5 years (after passing medical Fitness, period of sea service (seatime), additional training (advanced courses if required) to enable the holder of the Licence (CoC) to qualify for sea service.

The Competent Issuing Maritime Authorities issues endorsements to seafarers (who have completed specialized training in approved institutes, and for Seafarers who have met other requirements as prescribed to work on specialized ships such as petroleum, gas and chemical tankers (Tanker Endorsements) and passenger ships.

What are the documents required for Evaluation of a CoC?

In order to commence with the assessment process and to evaluate the competence of the officers the following documents must be submitted;

 

• Copy of Certificates of Competency, Seaman National Licenses (Colour PDF Format) - For checklist of appropriate Rank / Title, kindly refer to checklist
• Copy of STCW 78/95 Certificates (Colour PDF Format)
• Copy of Sea Service records (Colour PDF Format)
• Copy of Sea Experience Letter issued by the Company (Colour PDF Format)
• Copy of valid passport at least 6 months prior to the expiration date (Colour PDF Format)
• Medical Certificate valid in AMP Format (attached) . Not older than 24 months (Colour PDF Format)

After evaluation of presented documents, process of assessment completed, confirmation from the administration of issuance and payment of relevant fees, certificate of competency (COC) and seaman’s book together with corresponding certificates for officers under the STCW Convention 1995/2010 as amended will be issued. Once the documentation has been received and approved, and the specific fees are received the application process starts and the hard cover license is issued within the stipulated period of time.
